Amendments to the Electoral Code

A bill has been adopted by the Parliament, according to which it has been envisaged to eliminate the "district candidates system”, providing only one multi-member electoral constituency covering the entire territory of the Republic.

The bill has been adopted by the Parliament of the Republic of Armenia in the second reading.

A Package of Measures to Provide the Employer with State Support in the Case of Employment of Former Servicemen Wounded as a Result of Military Operations in Artsakh

On April 1, 2021, the Government of Armenia approved a package of measures to provide state support to employers who have employed former military personnel (equivalent persons) injured and recognized as disabled as a result of military operations. 

Within the framework of this measure, for each employed person, the employer is provided an assistance in the amount of income tax calculated and paid from the salary of this person, in quarterly terms - a maximum of AMD 100,000 and a one-time compensation - in case of need to adapt the workplace to the employer in the amount of no more than AMD 500,000.

Providing a Certificate to A Law-Abiding Taxpayer

The draft on Amendments to the Tax Code of the Republic of Armenia provides for the possibility of granting or refusing to issue a certificate of a law-abiding taxpayer based on the value-added taxpayer's application. According to the draft, the validity period of the certificate of a law-abiding taxpayer will be valid for a period of 1 year. For taxpayers who have a certificate of a law-abiding taxpayer, the Code and other legal acts may establish favorable conditions for the implementation of administration.

The draft on the amendments to the law has been adopted by the National Assembly in the first reading on 25.03.2021.

Determination of the Possibility of Using Video Surveillance Cameras in Tax Control

The draft on Amendments to the Tax Code of the Republic of Armenia provides for granting the possibility of using video surveillance cameras to register violations of the rules of operation and the absence of cash registers.

The draft was sent to the Ministry of Economy of Armenia to receive an opinion.

New Legislative Amendment for Payers of Turnover Tax and Subjects of Microenterprises

The draft on Amendments to the Tax Code of the Republic of Armenia provides for invalidation of the provisions on the termination of the recognition of organizations, individual entrepreneurs and notaries as payers of turnover tax during the tax year on the basis of the commission of the third violation of the rules of operation of cash registers, and the subjects of microenterprises-not to be considered as such․

Legislative Amendment on Violation of the Rules of Operation of Cash Registers

The bill on Amendments to the Tax Code of the Republic of Armenia provides for the recognition as invalid the provisions related to the suspension of the activities of organizations, individual entrepreneurs on the basis of violations of the rules of operation of cash registers twice or more times.

The bill has been sent to the Ministry of Economy of Armenia to receive an opinion.

Setting a New Fine For Non-Compliance with the Rules of Monetary Settlements

According to the draft on Amendments to the Tax Code of the Republic of Armenia the amount of fines provided for violating the technical requirements of cash registers for organizations, private entrepreneurs and notaries have been changed.

The draft establishes a single fine amount for non-use of the CCM (Cash Control Machines), as well as for violation of the rules for the use of the CCM, regardless of the number and scope of violations committed during the year.

The daft has been sent to the Ministry of Economy of Armenia to receive an opinion.
